04:72:00   Lost and Found

Purpose 

The purpose of this policy is to define procedures for the receipt and disposition of lost or abandoned property at all campus sites.   

FOUND PROPERTY: 

A. Found property that is not related to a criminal offense shall be managed by the Office of the Vice President for Student Affairs at the Blountville campus, or his/her designee, in collaboration with the Office of the Vice President of Academic Affairs. At other campuses, found property shall be managed by the site director or designee at the following locations: 

  • Bristol Campus
  • Gray Campus
  • Johnson City Campus
  • Elizabethton Campus
  • Kingsport Center for Higher Education (KCHE)    

o   All lost and found items in Northeast State-managed buildings will be maintained in KCHE. 

Students, faculty and/or staff seeking to deposit/retrieve a lost/found item at any of these locations shall contact the site director or designee. 

All found property will be dealt with according to Northeast State Policies and Procedures and the Uniform Disposition of Unclaimed (Personal) Property Act (T.C.A. Title 66 – Chapter 29). 

B. The director or designee will keep a Lost & Found Log. Whenever property is found, turned in, or claimed the site director or designee shall make an entry into the log. 

C. Only certain property will be accepted by the director or designee. Cell phones, laptops/tablets, mp3 players, wallets/purses, glasses, backpacks, keys, jewelry, money, outerwear (coats, jackets, etc.), textbooks, and items having ownership information shall be placed into Lost and Found property. 

D. Clothing, perishable items, small recreational items, personal grooming items, intentionally abandoned items, office supplies, loose paper/printouts, eating/drinking utensils, and any item that would constitute a health or safety risk to the director or designee or College will not be held by the College and shall not be placed into Lost and Found property. If these items are discovered on college property they shall be considered trash and handled appropriately. 

E. When returning Lost and Found property to a person, the site director or designee shall make reasonable attempts to verify the person’s ownership of the property and verify the identity of the person. The site director or designee shall record the information of the person claiming the item into the Lost & Found Log. 

F. When finding or receiving Lost and Found property, director or designee will make a reasonable determination as to the owner of the property and make a reasonable effort to contact the owner, if possible. 

G. Unclaimed Property 

  1. All Lost and Found property will be held a minimum of one year. By the end of January each year, each site director or designee will conduct an inventory of all remaining found property from the prior year and review the Lost & Found Log Sheet to generate a list of items that have not been claimed from that semester and email this list to the Office of the Vice President for Student Affairs at the Blountville campus, or his/her designee who will compile a comprehensive list to be sent to the Tennessee Department of Treasury. 
  2. The Vice President for Student Affairs at the Blountville Campus, or his/her designee, in collaboration with the Office of the Vice President of Academic Affairs, shall follow any instructions given by the Tennessee Department of Treasury in regards to unclaimed property. 
  3. Property that is not claimed by the rightful owner and refused by the Tennessee Department of Treasury will be disposed of or given to a charitable organization (unaffiliated with Northeast State Community College). 

H. Northeast State Community College does not assume responsibility for property lost or abandoned on Northeast State Community College owned, controlled, or leased property.
