Purpose

Effective July 1, 2016, Tennessee Code Annotated (TCA) 39-17-1309 was amended to allow full-time employees of public institutions of higher education to carry concealed handguns if they have a valid handgun carry permit or a handgun carry permit issued by another state that has been given reciprocity under TCA 39-17-1351; are not enrolled as a student; and have provided written notification to the proper law enforcement agency.

To maintain a safe educational and working environment for students and employees by establishing rules for possessing and carrying firearms and other weapons on Tennessee Board of Regents (TBR) institution property. Please see TBR Policy 7:01:00:00 Firearms and Other Weapons.

Procedures

Northeast State Community College adopted a set of procedures to support the system wide TBR Firearms and Other Weapons policy.

As of June 27, 2016, Northeast State Community College accepts written notification from any full-time employee with a valid handgun carry permit who is not a student at Northeast State Community College. The written notification process requires qualified full-time employees to complete a Notification of Employee’s Intent to Carry a Concealed Weapon form. Qualified full-time employees who wish to carry a concealed handgun must meet with a campus law enforcement officer at the Blountville or Johnson City campus between 8 a.m. and 10:30 p.m., weekdays and excluding holidays. Employees must bring their valid handgun carry permit. No employee may carry a weapon on any Northeast State Community College campus unless they have completed an Employee’s Intent to Carry a Concealed Weapon form.

Qualified employees who wish to carry a concealed weapon on campus have the opportunity to ask the police officer the requirements of the law during the face-to-face meeting. This law has a number of requirements that employees should understand when making the decision whether to carry on campus or not. Violations of the law subject employees to disciplinary action up to termination of employment and having a possible felony conviction on their record.

Qualified employees must meet the following criteria:

  • Must be a full-time employee of the institution
  • Cannot be a student at Northeast State Community College
  • Must carry the weapon concealed at all times
  • Cannot carry a weapon in state vehicles
  • Must keep the weapon “about your person” or properly secured in the employee’s vehicle at all times

There are certain exceptions as to where an employee may carry a weapon on campus. For example, weapons may not be carried in auditoriums where there are school sponsored events, to disciplinary meetings, or in a health center. A complete list is maintained by the campus police department.

Individual employee information for those authorized to carry a weapon on campus is to be kept confidential by the police department and associated law enforcement agencies.
